Steve Arnott, a young officer, has landed in trouble with his higher-ups after he declined to participate in concealing an operation that resulted in the shooting of an innocent father. This makes him a perfect candidate for AC-12, an anti-corruption police unit, which is beginning an investigation into Detective Chief Inspector Tony Gates, who has been named the regional force’s Officer of the Year.
