In the early 1990s in Boston, an African-American District Attorney from Brooklyn arrives with a mission for reform and unexpectedly teams up with a respected but corrupt FBI veteran who is keen on preserving the current system. Together, they confront a family of armored car thieves from Charlestown, leading to a case that expands and ultimately disrupts the entire criminal justice system of the city.
