Abandoned and presumed dead in Vietnam, Lieutenant Cotter falls into the hands of the villainous KGB operative, Mitovitch. He becomes an experimental subject, fitted with a microchip that strips him of his free will, transforming him into a soulless assassin. His fellow officer, Lieutenant Sanders, embarks on a mission to find him, first in Cambodia and then in El Salvador, leaving a trail of destruction in their wake.
