Diablo, the leader of a motorcycle gang, was put to death for killing a young woman. A year following his execution, Spring Break arrives. Football teammates Skip and Ronnie make their way to the beach, where Skip encounters Gail, the sister of the murder victim from the previous year. The excitement and revelry of Spring Break soon spiral into a terrifying ordeal when an enigmatic figure dressed as a biker starts electrocuting people.
