Amidst the political turmoil engulfing Istanbul, Kadir is given a chance to leave prison after serving 15 years, on the condition that he becomes an informant. In a rundown neighborhood, he unexpectedly encounters his brother Ahmet, who is employed by the city to capture stray dogs and has become increasingly reclusive, isolating himself in his house.
