In a bid to gain control over the city, the Mayor invites the Russian Mafia to operate within its limits. However, he soon discovers that they have no intention of adhering to his regulations. To resolve this issue, he agrees to a plan to betray the Russians and make way for the Cartel. Once the Russians uncover his scheme, they retaliate by kidnapping the Mayor’s daughter, setting off a serious conflict.
