When a secretive unit called ELITE is wiped out during an operation, newly appointed Naval Investigator Abbey Vaughn (played by Allison Gregory) is determined to track down the culprit: the notorious cartel boss Reynaldo Benitez. Her inquiry leads her to join forces with Sam Harrigan (portrayed by Jason Scarbrough), the former leader of the ELITE team, as they collaborate to unravel the enigma of the ill-fated mission.
